Marl\u00e8ne myrtil et Myriam Soulanges y soulignent l\u2019urgence d\u2019agir et la n\u00e9cessit\u00e9 de sortir des ordres impos\u00e9s pour r\u00e9pondre \u00e0 l\u2019\u00e9tat des lieux pr\u00e9occupant des territoires de Martinique et de Guadeloupe.
